<br />e <br /> <br />"",~~~","':' <br /> <br />. <br /> <br />e <br /> <br />SECTION II - SPECIAL STUDIES OR REQUIREMENTS <br /> <br />2.1 BASELINE INFORMATION. The fact sheet, Florence, Colorado, will be used as a base <br />from which to continue the required planning studies. Information in the fact sheet will be <br />expanded and updated as required to reflect current problems and opportunities and desires of the <br />public, to establish final planning criteria and planning objectives to be used to formulate plans, to <br />identify additional measures to meet the final planning objectives, and to formulate the first array <br />of alternative plans to be evaluated. <br /> <br />2.2 PLAN FORMULATION AND EVALUATION. This task will be completed by the <br />Government in conjunction with the sponsor. Plan Formulation and Evaluation is the process <br />whereby project measures (specific project features) are conceived and developed to satisfy <br />specific objectives, and then combinations of measures are coordinated to develop comprehensive <br />alternative plans, if applicable. One alternative plan to be investigated initially was identified in <br />the fact sheet and consists of a dam at Oak creek. Another alternative plan to be investigated was <br />identified in a preliminary analysis, which indicated that channel improvements along Oak creek <br />could be feasible. Other elements may be included should they appear appropriate. <br /> <br />Plan formulation and evaluation will include a review of the fact sheet and back-up material <br />used in development of design and cost information:' The design will consist of initial plan layout, <br />stability analysis, and quantity take offs. The detail of the design will be sufficient to ensure a <br />viable design and a confident construction cost estimate. This will be provided for a reliable <br />selection of the best plan. At least one field visit of the project area will be required. It is <br />estimated that four dam alternatives on Oak creek will be evaluated. Additionally, it is estimated <br />that four levee/channel alternatives will be evaluated on Oak creek. Additional field work will be <br />required to verify the validity and dimensions of the considered alternatives. Plates to accompany <br />the first phase of design will include one site map and one typical section of each plan considered, <br />resulting in eight separate plates. <br /> <br />These alternative plans shall be systematically formulated. An alternative plan shall consist of <br />a system of structural and/or nonstructural measures, strategies, or programs formulated to <br />alleviate the urban flooding problems and otherwise meet the study objectives as outlined in the <br />early phases of the feasibility study. Tentative plans shall be investigated in the search for a plan <br />which reasonably maximizes net national economic development benefits. This plan shall be <br />identified as the National Economic Development (NED) plan. Alternative plans, including the <br />NED plan, shall be formulated in consideration of four criteria: completeness, effectiveness, <br />efficiency, and acceptability. Completeness is the extent to which a given alternative plan provides <br />and accounts for all necessary investments or other actions to ensure the realization of the planned <br />efforts. Effectiveness is the extent to which an alternative plan solves the specific problems <br />identified and achieves the specified opportunities. Efficiency is the extent to which an alternative <br />plan is the most cost effective means of solving the flooding problems and realizing opportunities <br />consistent with protecting the nation's environment.
