<br />e <br /> <br />,_.y:.., . <br /> <br />e <br /> <br />e <br /> <br />plans identified in the fact sheet phase of the study; verifying that these flooding problems are of <br />primary concern to the community; determining the National Economic Development (NED) plan; <br />preparing a detailed study and design of the recommended plan; identifying the concerns and needs <br />of the public; determining frequency-discharge relationships for with and without project <br />conditions and stage-discharge relationships for existing and improved conditions; preparing a <br />drainage plan; preparing construction, operation, and maintenance cost estimates for the <br />recommended plan; computing annual benefits and costs for the recommended plan; evaluating the <br />engineering and economic feasibility for the recommended plan; assessing environmental and <br />social effects of the alternative plans, including effects on biological, socioeconomic, and cultural <br />resources; providing a real estate gross appraisal report and real estate supplement; performing <br />geotechnical investigations and analyses; preparing the required documentation to present the <br />studies, findings, and recommendations; and performing quality control for all work, including an <br />independent quality control review of all products. Public meetings shall be utilized during the <br />study process for citizen input into the planning and design of alternative plans.
