<br />e <br /> <br />"'~;~T-'.^' . <br /> <br />e <br /> <br />e <br /> <br /> <br />SECTION B <br />SCOPE OF STUDIES <br />FLORENCE, COLORADO, FEASmILITY STUDY <br /> <br />SECTION I - SCOPE <br /> <br />1.1 GENERAL. The work required for this study consists of office and field work necessary to <br />complete the feasibility phase studies of flooding in Florence, Colorado. The work shall generally <br />follow guidelines set forth by: <br /> <br />a. ER 1105-2-100 "Guidance for Conducting Civil Works Planning Studies," Department <br />of the Army, Office of the Chief of Engineers, Washington, D.C., 28 December 1990. <br /> <br />b. "Economic and Environmental Principles and Guidelines for Water and Related Land <br />Resources Implementation Studies," 10 March 1983. <br /> <br />c. "Policy and Procedures for Implementing NEP A, " Engineer Regulation (ER) 200-2-2, <br />Department of the Army, Office of the Chief of Engineers, Washington, D.C., 25 August <br />1980, Revised 2 March 1981. <br /> <br />d. "Cost Estimates - Planning and Design'Stages," Engineer Manual 1110-2-1302, <br />Department of the Army, Office of the Chief of Engineers, Washington, D.C. 20314. <br /> <br />The purpose of this Project Study Plan (PSP) is to identify the work items and estimated costs <br />required to complete the feasibility phase of the Florence investigation. The fact sheet phase of <br />this investigation determined that there may be a federal interest in providing solutions to the <br />current and potential flood damage problems in Florence, Colorado. A feasibility study is the <br />process for completing the assessment of Federal interest. The result of the feasibility phase will <br />be a report that may recommend water resources plans for authorization and implementation. The <br />feasibility report will have two aspects. Oak creek will be analyzed to determine if there is a <br />federal interest for construction of a levee, gates, detention dam or a channel. The feasibility <br />report will contain sufficient planning and layout to enable engineering and design of plans and <br />specifications to start immediately following receipt of Pre-Construction, Engineering and Design <br />(PED) funds. .;,;. <br />The end product shall be a feasibility report,' including an Environmental Impact Statement <br />(EIS) or Environmental Assessment (EA), Fish and Wildlife Coordination Act report, Endangered <br />Species Act documentation, cultural resources assessment, real estate supplement, exhibits, and <br />supporting technical and engineering appendixes for the study. <br /> <br />1.2 BASIC REQUIREMENTS.
