If this White River is short <br />and as short as they say and.this project is going to transfer water <br />to the Colorado River, is that going to affect the people's adjudica- <br />tions down below the river, and are we protecting them through another <br />project that is taking out quite a lot of water above the ranchers <br />down below? <br /> <br />Mr. Stapleton: Larry, would you like to answer that? <br /> <br />Mr. Sparks: This is only a junior decree. It cannot affect any <br />senior decrees downstream. <br /> <br />Mr. Burr: But Mr. Chairman, I don't think you quite understand what <br />I have in mind. <br /> <br />Mr. Stapleton: That is why I asked Mr. Sparks to answer the question. <br /> <br />Mr. Burr: In these isolated areas, when you take out water and then <br />you go back to get this water for the ranchers, the water is gone. <br /> <br />Mr. Sparks: Nevertheless, it cannot affect any senior decrees. <br /> <br />Mr. Burr: I have heard Mr. Elliott in my section of the country and <br />when he takes that water out above these ranches, then you cannot <br />come back after it. He is taking it out and when the water becomes <br />short the ranchers don't get the water down the river on time. And <br />between those beaver darns and everything else the ranchers don't <br />get this water and therefore it is a detriment really to the ranchers <br />below. <br /> <br />Mr. Stapleton: Clarence, you have some questions, and I think others <br />have. Can we focus on how we are going to continue this hearing so <br />that the people in the audience and those that want to speak will <br />have a full opportunity to do so? Now I am perfectly willing to work <br />up until seven o'clock at which time I want to watch television. So <br />that's the time that is available. Larry, what are your suggestions? <br /> <br />Mr. Sparks: I don't really have any. This could go on forever. We <br />could put it over to another board meeting. I don't think we can <br />get it done today. <br /> <br />Mr. Brannan: Mr. Chairman, might I throw a little light on that <br />point? I am advised by the Senate that the House side, that this <br />bill is not going to be considered until late in the session next <br />year.
