infrastructure mapping, water conservation monitoring).
May also need to change definition of who is a covered entity (e.g., location, threshold
criteria, etc.).
May also desire to include water education components to statute (e.g., for K-12).

As with the Internal Policy evaluations, the drafting of the revised statute will require performing a cost-
benefit analysis to identify cost implications of proposed changes.

Action: Need the Board to approve the expenditure of $25,000 for consultant costs and to cover Board staff
expenses such that the concept identification, benefit/cost analyses, and coordination with the EDO and other
stakeholders can be performed to develop meaningful and appropriate statute revisions.
