<br /> <br />. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />Internal Policies <br />Internal policies are needed to define water conservation plan review procedures, and to allocate resources <br />for plan management and review, database management, public relations and education, and technical <br />assistance, as appropriate. <br /> <br />Staff is proposing that future water conservation plans that are submitted for the CWCB approval contain <br />information, as listed below. The final definition of the information that covered entities will need to submit, <br />plus the approval criteria associated with the CWCB review, will be developed based on Board and Board <br />staff preference, including the consideration of cost. <br /> <br />. Name of entity/name of person responsible for the plan <br />. Map of water service area with diversions, wells, locations of supply infrastructure, etc. <br />· Define annual retail water use (in acre-feet) yearly over the last 10 years <br />. Reason for submittal (financial application, other) <br />. Discussion of how each of the nine measures identified by statute have been considered for plan <br />implementation <br />. Demonstration of public comment and review <br />. Definition of all other plan components <br />· Implementation schedule <br />. Implementation budget <br /> <br />Board staff will also need to develop guidelines regarding requirements for updating water conservation <br />plans. <br /> <br />Action: Need Board to approve the expenditure of $20,000 for consultant costs and to cover Board staff <br />expenses such that the concept identification and benefit/cost analyses can be performed for the internal <br />policy evaluation and development efforts. <br /> <br />Statute Development <br />It is clear from discussions with the Executive Directors Office (EDO) and water users and providers <br />throughout the state that there is a sincere interest in improving the current state statutes on water <br />conservation planning in certain water divisions. It is our intention, pending Board approval, to draft <br />language in close cooperation with the EDO to address water conservation regulation, which we will then <br />review with other water policy entities over the next few months, including: <br /> <br />. Colorado Water Congress <br />. Colorado Water Utilities Council <br />. Water Resources Committee <br />. Colorado Municipal League <br /> <br />A reviewed draft of legislation will be completed by December 1, 2003 for consideration by the CWC, <br />anticipating that a final draft of the proposed statute would come in front of the Board in January 2004. <br /> <br />Preliminary review of the statutes indicates that the following list of changes and updates to current statutes <br />may be appropriate.
