Update and Reauest for Board Action on the Technical Assistance to Covered Entities Proiect

At the July 2003 Board meeting, staff presented the Board with a Strategy for Providing Technical
Assistance to Covered Entities. At the Board's direction, staff reviewed key elements from the proposed
strategy, indicated in the list below.

. Develop and Maintain Approved Plan Information
. Develop Internal Policy/Guidelines for Water Conservation Planning
· Evaluate Additional Policy Changes through Statute/Board Rules

This Board memorandum highlights those activities that have been performed to date to characterize and
evaluate these three Phase II strategy elements and makes recommendations for further actions regarding the
execution and completion of the strategy elements that the Board directed staff to address. In particular, the
main staff activities have, and will continue to involve development of internal policies and draft statute
language addressing water conservation.

Develop and Maintain Approved Plan Information
This task continues to occur on an as-needed basis as new water conservation plans are received. Plans are
reviewed, imaged (for web site posting), and filed. No additional action is required on this task.

Develop Internal Policy/Guidelines for Water Conservation Planning and
Evaluate Additional Policv Chanl!es throul!h Statute/Board Rules
These strategy elements relate to the development of new internal policies and state statutes that govern
water conservation. To move forward with these actions, a process such as the one pictured below is
recommended:
