Office of water conservation. <br />creation - powers and duties. <br /> <br />(1) There is hereby created as an office <br />under the Colorado water conservation board <br />the office of water conservation. The office <br />shall have such staff as are necessary and <br />appropriate to carry out the duties established <br />for the office. <br /> <br />(2) The office of water conservation shall <br />promote water use efficiency by performing, to <br />the degree feasible, duties including, but not <br />limited to, the following: <br /> <br />(a) Acting as a repository for water use <br />efficiency information; <br /> <br />(b) Provision of technical assistance to and <br />working with municipal and other urban water <br />providers and state agencies as they plan for, <br />evaluate, and implement water use efficiency <br />measures to provide necessary water services; <br /> <br />(c) Coordination of the planning for and <br />assistance in the implementation of water use <br />efficiency plans by state agencies pursuant to <br />section 37-96-103 (4); <br /> <br />(d) Administration of financial assistance <br />for water use efficiency measures and water use <br />efficiency programs, as authorized in section <br />37-60-125; and <br /> <br />(e) Preparation for review and approval by <br />the board for transmittal to the general <br />assembly such information and <br />recommendations concerning water use <br />efficiency projects and proposed water use <br />efficiency measures by state and local <br />governments, including the analysis of water <br />use efficiency programs already in place. <br /> <br />(3) The personal services, operating, travel <br />and subsistence, capital, and legal services <br />expenses of administering the office of water <br /> <br />conservation and the programs and activities <br />authorized by subsection (2) of this section may <br />be paid from such moneys as are appropriated, <br />allocated, or otherwise credited to the Colorado <br />water conservation board construction fund. <br /> <br />(4) Repealed. <br /> <br />Source: L. 91: Entire section added, p. <br />2023, ~ 4, effective June 4. Authorizations for <br />expenditures from Colorado water <br />conservation board construction fund for <br />demonstration of benefits of water <br />efficiency. <br /> <br />(1) The Colorado water conservation board <br />is hereby authorized to expend five hundred <br />thousand dollars from the Colorado water <br />conservation board construction fund, <br />notwithstanding the requirements of sections <br />37-60-119 to 37-60-122, for the purpose of a <br />pilot program demonstrating the benefits of <br />water efficiency measures by providing <br />incentive grants, not to exceed fifty thousand <br />dollars to any public agency, established under <br />Colorado law, that requests assistance in the <br />design and implementation of pilot water <br />efficiency and conservation measures. <br /> <br />(2) The board is further authorized to <br />expend eighty thousand dollars and 1.5 PrE for <br />the fiscal year beginning July 1, 1991, for <br />personal services, operating, travel and <br />subsistence, capital, and legal services expenses <br />of administering the pilot program authorized <br />in subsection (1) of this section from the <br />Colorado water conservation board <br />construction fund. <br /> <br />(3) The board shall develop guidelines for <br />the range of pOtentially eligible projects for the <br />pilot program authorized in subsection (1) of <br />this section by October 1, 1991, and shall <br />establish such criteria and feasibility measures <br />as will assure that a range of potentially <br />beneficial projects are demonstrated as part of <br />the pilot program. <br />
