He sighted the <br /> <br />Poudre situation as an example for a local and state effort could <br /> <br />be mounted to look at problems and needs with support from the <br /> <br />service. He suggested that the time for Federally funded projects <br /> <br />is over and that new oooperative activities should be identified <br /> <br />and pursued. He called for new levels of cooperation and careful <br /> <br />local and state identification of options almng with a clear iden- <br /> <br />tification of particular role that the Federal government can play <br /> <br />in meeting such local and state means. <br /> <br />Mr. Vandemoer asked for clarification of the Plant River study <br /> <br />in its relationship to the narrows project. Mr. Hall responded <br /> <br />that the narrows has been sufficiently suudied, that it should now <br /> <br />be viewed in oonjunction with other alternatives. Therefore the <br /> <br />South Platte study will emphasize other means for water development <br /> <br />in management. Mr. McDonald reported that the contractor for the <br /> <br />study had not been selected but the process is proceeding. He <br /> <br />described a new procedure for contracting services which had delayed <br /> <br />the <br /> <br />process. '\"'~~ <br />f\v~~ \\\J <br />Mr. Frehoff, Secretary <br /> <br />and Manager of the Lower South Platte <br /> <br />Water Conservancy District then inquired further about the South <br /> <br />Platte study and the narrows aspect. He stated his understanding <br /> <br />that the emphasis was to be on alternatives in the narrows area <br /> <br />for the same beneficiaries. Mr. Hall emphasized that the question <br /> <br />to be investigated is what else could be done. The anticipated re- <br /> <br />sult is the basis for evaluating alternatives in relationship to <br /> <br />the narrows project. <br />
