Such investi- <br /> <br />gations are aimed at looking at interstate communitive use. Since <br /> <br />initial development in those water sheds conditions have significant- <br /> <br />ly changed and the analysis are aimed at considering existing and <br /> <br />future circumstances in water management. <br /> <br />Another ingestigation is inventory of the potential for low <br /> <br />head hydroelectric facilities utilizing existing storage projects. <br /> <br />In conclusion, he summarized his perspective of the relation- <br /> <br />ship between his agency and the citizens of Colorado conceBiBErning <br /> <br />critical future water needs. He pointed th the lack of new studies <br /> <br />for water development in management and the implications for remain- <br /> <br />ing development needs. In that regard he mentioned the potential <br /> <br />for completing phase 3 of the Colorado State Water Plan which <br /> <br />would analyze water supplies and the use auctions. He suggested <br /> <br />r~xamination of the Arkansas river basin with emphasis on surface <br /> <br />and ground water management techniques. He mentioned water develop- <br /> <br />ment interest in the ca8h~a poudre to revive a 20 year old plan <br /> <br />for potential dams and power plants. He described some of the issues <br /> <br />surrounding consideration of future development potential. There is <br /> <br />significant disagreement among development and development interests. <br /> <br />He discussed the need for broad support for a Federal study which <br /> <br />WJuld be initiated on the basis om local and state rather than <br /> <br />Federal interest. He emphasized that such a study would be broadly <br /> <br />comprehensive not to consider specific projects, but to identify <br /> <br />all of the options and xx alternatives for future use. <br />
