~

projects beginning in July 1980. He pointed out that during the

next year and a half about$20-25,000,000~ould be extended on

projects now in hand but that there would be a lag problem at any

.
significantly higher level of appropriation. Feas_bility studies

would have to be initiated on a larger number of projects. He

summarized that over the next few fiscal years the problem is

basically knowing in advance the approximate amount of money

available so that sufficient lead time is there to identify

feasible projects. He also refe~red to the current limitations

on expenditures for feasibility $tudies in the amount of

$150,000.~~ per fiscal year tha~ it would be insufficient to

undertake enough feasibility studies at larger levels of fund

activity. He has therefore proposed an amendment to provide that

10% of the funds appropriated can be deveted to feasibility studies.

He concluded by pointing out that additional funding from the

severanee tax trust fund will accrue to the fund to the construc-

tion fund beginning the fiscal year '81. Staff estimates are teat

after two or three years about ij$l5-20,000,000~ would be avail-

able if the legislature HEHiR authorized its use. He concluded

by observing that several approaches to increase funding for

Water Development are under active consideration and he will keep

the Board informed on action in the session.

There was discussion about the status of XHR vatious projects

on a list provided to the Board (copy attached in appendix).lncluded

in the discussion was clarification that under the broad statutory

authority of the Board, almost any type of Water project including
reconstruction and rehabilitation~xistingHkRXR irrigated agricul-
