Vice-Chairman, Kroeger declared them <br /> <br />approved. <br /> <br />He then called for a report on status of legislation by Mr. <br /> <br />McDonald. Mr. McDonald commented on House bills 1039 and 1040 <br /> <br />previously sent to board members and briefly reviewed in January. <br /> <br />Both are potential funding sourceS for the Water Conservation <br /> <br />Board construction fund. House bill 1039 does so by diverting <br /> <br />a percentage of the sales and use tax into the construction fund <br /> <br />in the amount of 5% per year for the next 10 fiscal years, House <br /> <br />bill 1040 has a different source in that it takes a percentage of <br /> <br />the tax surp&us that exists after general fund spending, now 1imitedd <br /> <br />to a 7% increase per year, and places that percentage in the <br /> <br />construction fund. Both bills have passed out of the House Agri- <br /> <br />cultural Livestock and Water Committee and have been referred to <br /> <br />the Committee as a whole. Neither has received floor action. Mr. <br /> <br />McDonald pointed out that a number of considerations are going on <br /> <br />in the legislature about significant increases in funding for <br /> <br />Water Development projects. He has been aslkd to provide infor- <br /> <br />mation on the ability of the Board to initiate construction on <br />
