Users Association contracted Smith Geotechnical Engineering Consultants of Forth Collins to
analyze design alternatives and complete construction plans and specifications. Construction
commenced by Zak Dirt of Longmont in September and, weather permitting, is scheduled for
completion in December 1999.

Wood Lake Mutual Water & Irrigation Comoanv - Wood Lake Dam Rehabilitation

Terms of Loan: $188,000 @ 3.75% for 30 years Project Type: Dam Rehabilitation
This project is the replacement of the Wood Lake Dam outlet works including all control
structures, installation of a toe drain, raising the existing saddle dam, and construction of a spillway
to pass the 50% Probable Maximum Precipitation flood. The need for the improvements is a result
of the State Engineer's Office dam safety requirements. Smith Geotechnical, Inc. of Fort Collins
commenced design in late spring 1998. Construction commenced by Barker Construction
Company of Fort Collins in September and is scheduled for completion in December 1999.

Excelsior Irrigating Comoanv - Excelsior Ditch Rehabilitation

Terms of Loan: $230,000 @ 3.75% for 30 yrs Project Type: Ditch Rehabilitation
This $335,000 project is the re-construction of approximately 2 miles of open ditch, which
has previously been abandoned and farmed over. Also included in the project is the construction of
several pump stations for water delivery. The project is located in Pueblo County 10 miles east of
Pueblo. Project design was prepared by the Pueblo Office of the Natural Resource Conservation
Service, Ralph Adkins, P.E. of Pueblo, Irrigation Engineering of Alamosa and Hendrooke
Sprinklers of Ft. Collins. Project construction commenced by the owner and several sub-
contractors in May 1998 and was originally scheduled for completion in the fall of 1999. Flooding
damaged the project during the summer of 1999 that has delayed the project's completion schedule
until April 2000.

Julesburg Irrigation District - Harmonv Ditch # I Diversion Structure Rehabilitation

Terms of Loan: $590,000 @ 3.75% for 30 years Project Type: Diversion Rehabilitation
This project is the emergency rehabilitation of the Julesburg Irrigation District's Harmony
Ditch #1 diversion structure on the South Platte River 4 miles southwest of Crook. The structure
was damaged by the 1997 South Platte floods and is critical to the operation of the Company's
Julesburg Reservoir. Zoyiopoulos & Associates of Greeley prepared the design plans and the
construction contract was awarded to Concrete Specialties, Inc. of Sterling in early January 1999.
Construction is currently 60% complete. Due to the threat oflow spring runoff, the District decided
to complete 50% of the diversion dam and 100% of the headgate structure, demobilize the
contractor, and complete the project in the fall. Continuation of construction has been re-scheduled
to commence in December with project completion scheduled for April 2000.
