<br />e <br /> <br />e <br /> <br />e <br /> <br />audience also recognized that there are two hazards related to the Elk River: I) Overbank flooding from <br />flood events greater than about at 10-year frequency, and 2)erosion and stream migration that could <br />severely jeopardize public and private lands and facilities. The main focus ofthe ICON study is the latter <br />of the two. The overbank flooding problem will not be solved as part ofthe current study. <br /> <br />In response to the issues and concerns raised at the public meeting the following actions will be taken: <br />· ICON Engineering will publish a draft report by November 15, 1999 to be distributed for public <br />and government comment. <br />· CWCB staff will meet with CDOT on November 9, 1999 to discuss rehabilitation measures on the <br />Elk River just upstream of the Highway 40 bridge. CDOT has a definite interest in protecting <br />their highway and bridge. <br />· CWCB staff will schedule a meeting with the Upper Yampa Conservancy District (District), Routt <br />County, and the Lower Elk River Flood Association to discuss project recommendations and <br />project funding. <br />· CWCB staff will request an additional $15,000 from the Construction Loan Fund in order to <br />increase the total amount of CWCB construction dollars to $25,000 for a demonstration project. <br />The demonstration funds must be matched by non-CWCB funds. <br />· The District and the County may consider matching funds for this project if it can be demonstrated <br />that it is in the best interest for public safety and welfare, and not just for the protection of private <br />property. CDOT and the Lower Elk River Homeowners Association has indicated their <br />willingness to cost-share in the demonstration project. <br />· ICON Engineering will have a complete chapter in their final report that addresses project <br />alternatives, recommendations, cost estimates, and funding sources. <br /> <br />The key players for this project are: CWCB, CDOT, Upper Yampa Conservancy District, Division of <br />Wildlife, Routt County, Lower Elk River Flood Association, and the Corps of Engineers. <br /> <br />Water Supply Planning and Finance Program <br /> <br />Audit Response: The Legislative Audit Committee hearing scheduled for December 7 has been <br />postponed. No new date has been set and we have not seen the Auditor's progress report. Nonetheless, I <br />will write to the Chairman of the Legislative Audit Committee, Senator Linkhart, to summarize our <br />progress and assure him that we are prepared to review our response at any time the Committee <br />chooses.
