Delinquency, Default and Collections <br /> <br />'. <br /> <br />e <br /> <br />Conservation Planning Program <br /> <br />Drought: The National Drought Policy Commission (NDPe) is circulating a draft report to the <br />Congress and the President regarding coordinated federal action to improve drought preparation, <br />mitigation and response. It presents a set of principles and recommendations, and calls on the federal .. <br />government to commit the resources necessary to carry out the recommendations. The draft report .. <br />highlights the following principles: <br />. a well-informed and involved public; <br />. self-reliance and self-determination; <br />. consideration of all affected entities and related issues, including legal, economic, geographic, <br />climate, religious, and cultural differences and environmental concerns; <br />. Lessons from past drought experiences; <br />. Comprehensive, long-term strategic plarming emphasizing preparedness and mitigation; and <br />. A federal role focused on appropriate coordination, technical assistance, education, and incentives <br />while at all times respecting the rights and sovereignty of states, local governments, and tribes. <br /> <br />At our meeting (Agenda Item 21(d)), we will present recommended comments on the following <br />six recornmendations for federal action: <br />. provide training and technical assistance -- efficiently and effectively -- in support of non- federal <br />drought-related programs; <br />. emphasize drought preparedness and mitigation measures that incorporate comprehensive, long- <br />term strategies; <br />. incorporate incentive-based approaches, flexibility, and timeliness into federal drought emergency <br />response measures; <br />. provide adequate, sustained funding for drought-related research; <br />. provide adequate, sustained funding for effective analysis, interpretation, and dissemination of <br />drought-related data; and e <br /> <br />22 <br />
