Specifically the Sub-committee passed a motion "to write
a letter to the Governor of the State of Colorado and the
Director of the State Water Conservation Board strongly
protesting the proposed investigation of the ground
water of the Closed Basin of the San Luis Valley
as aut~orized in House Bill No. 82." Said letter to
explain reasons why the investigation should be stopped.

I have also received a copy of two
other resolutions, one adopted by
the Center Soil Conservancy District,
dated February 16, 1956, which
reads as foili1ows:

WHEREAS at the annual meeting of the Center Soil
Conservation District, a motion was unanimously
passed, that a resolution be published in the
local newspapers and a copy sent to several
water authorities,

WHEREAS the Center Soil Conservation District as a member
of the State and National Associations of Soil
Conservation Districts is responsible for the
protection and preservation of our Agricultural
Natural Resources, and,

WHEREAS the Center Soil Conservation District is
specifically charged with the sacred responsibility
of conserving the soil and water of said
district for this generation and future
generations, and,

WHEREAS the underground water of the Center Soil
Conservation District and other districts
throughout the San Luis Valley and the
State of Colorado is one of our most precious
Natural Resources, and,

WHEREAS it is generally recognized that there is a
Closed Basin lying north of the Rio Grande River
and a large percentage of that basin lies
within the Center Soil Conservation District
and the waters thereof are not tributaries
to the Rio Grande River.
