Crawford <br />Director, State Water <br />Conservation Board <br />212 State Office Building <br />Denver, Colorado <br /> <br />Dear Mr. Crawford: <br /> <br />I <br /> <br />During the meeting of the Ground Water Sub-committee <br />of the State Agricultural Planning Committee held <br />in Denver on March 6, 1956, the effectE of House <br />Bill No. 82 which was passed and approved by the last <br />session (1956) of the General Assembly was discussed. <br /> <br />House Bill No. 82 provided for an appropriation <br />of $25,000 to be used to defray the expenses of <br />investigations, surveys and studies of the closed <br />basin project in the San Luis Valley either <br />independently or under cooperative agreements of <br />the agencies of the U. S. government or private <br />agencies, provided that any such cooperative <br />agreement must first be approved by the Governor. <br /> <br />It was the expressed opinion of the Ground Water <br />Sub-committee that such studies, survey, and <br />investigations would lead to a proposal to pump <br />ground water lying within the Closed Basin of the <br />San Luis Valley and that the water so developed would <br />be used to help satisfy the requirements of the Rio <br />Grande River Compact. The Ground Water Sub-committee <br />feels that such use of the ground water of the San <br />Luis Valley would do irre~able harm and damage <br />to the ground water supplies of the San Luis Valley <br />north of the Rio Grande River. It is believed that <br />such action would seriously deplete, if not entirely <br />consume, ground water supplies now being pumped <br />and used by hundreds of farmers in the area. It <br />is further believed that such action will result <br />in the lowering of the water table to such an extent <br />that the method of sub-irrigation, upon which the <br />farmers of the valley are fully dependent, would <br />become impossible. <br />
