passed 'setting up a certain amount of
money for Use in the present budget for
Colorado River projects but I don't be-
lieve the Director has the authority to
spend that money, or turn that money over
to the Bureau of Reclamation for investiga- I
tion purposes, without the approval of this
Board on e~ch project. Am I not right
there?"

"It was my understanding it was that
way. I would certainly hate to have it
any other' >lay." .

"I think that is right Mr. Miller, that
this Board must pass on each project before
the money is turned over to the Bureau for in-
vestigation purposes."

"Could I have a motion?"

"I'll make the necessary motion."

"Mr. Williams made the motion that the
Director be authorized on his trip to Wash-
ington next week to confer with our Congres~
sional delegation, the Bureau of the Budget
and the Bureau of Reclamation with the view
of ascertaining how much money will be nec-
essary to get the San Miguel and other Western
Slope projects going at the earliest possible
moment.

Is there a second to that motion?"

"I'll second the motion."

"Is there any further discussion? All
those in favor will signify by saying 'aye';
opposed - the motion is unanimously carried.

our attention. It is a critical problem for
all of us and all the districts we repre-
sent. We want an answer for all of Colorado
and we will get it next week, won't we,

"The next item on the agenda is the Fry~
ingpan-Arkansas Project. As you know, Bill
