<br />lI!35 <br /> <br />I <br /> <br />Nelson and I and the Director are the mem- <br />bers of the study committee for the Board. <br />A great deal of a burden has been upon the <br />Director in meeting with the respective <br />boards that are interested in this project. <br />I want, before this discussion starts, to <br />thank both boards and Mr. Nelson for their <br />time in working out a difficult problem, but <br />one in which everyone involved entered into <br />with a spirit of cooperation which I thought, <br />personally, was most gratifying. We had a <br />meeting of the study committee yesterday af- <br />ternoon in the Governor's conference room. <br />I think probably to expedite bringing the <br />matter to your attention I'll askthe Director <br />to review what's been going on and where we <br />stand at the present time. Larry." <br /> <br />MR. SPARKS: <br /> <br />"Gentlemen, you have in your folders copy <br />of the operating principles of the Fryingpan- <br />Arkansas Project, tentative revisions, by the <br />Policy and Review Committee dated April 6, <br />1959. Now since that revision of April 6th, <br />two days ago, certain other revisions occurred <br />yesterday which are of a relatively minor <br />nature and need not be, I think, discussed. <br /> <br />I <br /> <br />This has been a thorny problem and has <br />been, in the State of Colorado, for some ten <br />years now. We regret to state that it has <br />been impossible to date to reconcile all of <br />the differences with reference to this proj- <br />ect. We simply have been as practical as <br />possible and have tried to move ahead. These <br />principles that have been finally worked out <br />are subject to some further exploration in <br />Washington. We feel that we have gone about <br />as far as we can in the State of Colorado and <br />that from here on we are going to have to <br />have some advice from our Congressional dele- <br />gation and from the Department of the Interior <br />officials in Washington. It is our present <br />expectation that myself and a representative <br />or representatives of the two other boards <br />involved will leave for Washington Sunday <br />and schedule a series of meetings with the <br />appropriate people in Washington to get their <br />views on what we have done. We are hopeful <br />that we can get by with a minimum of changes. <br /> <br />The essential element of this plan is <br />the construction of the Ruedi Reservoir as <br />
