"Well, what we had in mind was that we
were hoping Mr. Sparks and some others from
the State, or whoever might be there, could
appear before the Congressional appropria-
tions committees and we didn't want the pro-
position from the State to be pikerish. On
the other hand, we didn't want to try to
make it burdensome on the State. We think
that if the amount of money that the State
and the local people are willing to put up
is large enough to be impressive, that per-
haps we will have some influence; whereas if
we don't make a good impression in that re-
gard, it might be better to offer none."

"You feel the $130,000 can be used dur-
ing this fiscal year?"'

"Mr. Larson said it definitely can be
used."

"As I understand it, $33,000 has been
put in the appropriation bill at the present
time."

"That is in the budget request - the
present budget request."

"And if we added $20,000 to it, that
would be $53,000 so we would need another
almost $80,000 appropriation or a request
for appropriation at the present reading.
Is that the situation?"

"No, sir. I think it is even more than
that. I don't have the figures on the Grand
Junction office. I merely got the informa-
tion over the telephone yesterday, but the
Durango appropriation investigation monies
for the Florida, the Animas-La Plata, the
Dolores, ,the San Miguel, the Pine River
Extension, and also the San Juan-Chama,
that cut in appropriations amounts to
$220,000. Now the way the Durango office of
the Bureau of Reclamation seems to operate
is they take their staff and put it to work
on this project for a while, and then they
transfer some of their classification men over'
