I'm here to- <br />day representing the Southwestern Colorado <br />Water Conservancy District and the San <br />Miguel Water Conservancy District. The <br />members of the Board of the Southwestern <br />Colorado Water Conservancy District made <br />some inquiries of congressional representa- <br />tives as to the investigation money appro- <br />priations or requests for 1960 and we re- <br />ceived a reply back from various of the <br />congressional representatives. I have the <br />letter from Congressman Aspinall with me. <br />He set out a comparison of the fiscal 1959 <br />investigation monies for the Bureau of Recla- <br />mation office in Durango and the 1960 request, <br />the fiscai year for 1960. The cut in those <br />investigation monies has been considerable. <br />In the '59 fiscal year program, the total <br />monies appropriated to the Durango office <br />was $538,000. In the 1960 fiscal year re- <br />quest the total budget request is $310,000, <br />a cut of over $228,000. Now all of this <br />money is not used for direct application on <br />the work; some of it goes to the overhead <br />of the Region; some of it to the other opera- <br />tions in the Bureau. There is about two- <br />thirds of that money available for actual <br />investigation use in the area or on the proj- <br />ects to which it is allocated. <br /> <br />Of the 1959 fiscal year, of that $538,000, <br />some $306,000 was applied directly to the in- <br />vestigation of projects. Applying that same <br />ratio to 1960 fiscal, the $310,000 would leave <br />as usable investigation funds approximately <br />$175,000, which is just slightly over half of <br />last y~ar's investigation money. <br /> <br />, , <br /> <br />, <br /> <br />I <br /> <br />Now this would entail the cutting of the I <br />personnel in the particular office to which <br />that appropriation is made and the transfer- , <br />ring of personnel. Some of them would leave <br />the Bureau service as they usually do when <br />they are subject to transfer and it would <br />disrupt the operation of the office consid- <br />erably. <br />
