<br />.L4Z3 <br /> <br />I <br /> <br />The particular concern that brought <br />this to our attention was the fact that the <br />San Miguel Project which had an appropria- <br />tion last year of some $38,000 to commence <br />the investigation, to do the spade work to <br />get ready for the investigation is what they <br />describe it as, and the request from the <br />Bureau, as we understood it, was to be some- <br />thing in the neighborhood of $130,000 for <br />fiscal '60. Instead of that increase in <br />the money to allow the investigation to get <br />well under way, the budget was cut to where <br />the 1960 request was only $33,000. <br /> <br />I <br /> <br />The San Miguel Conservancy District be- <br />came quite concerned about this because they <br />had been assured that the full-fledged in- <br />vestigation was going to be under way in <br />fiscal '60 and so some of the Southwest <br />Board members met with the San Miguel Conser- <br />vancy District Board and went into the project <br />considerably with them. We have with us to- <br />day Mr. Mike Young and Mr. Forest White from <br />Norwood who are Directors of that Conservancy <br />District. The people in Norwood and vicinity <br />who are covered by this project have gone out <br />and raised donations from the local people to <br />try to see if something couldn't be done to <br />increase this appropriation. They requested <br />the Southwestern Board and in turn the South- <br />western Board, through its secretary, directed <br />a letter to the Director of the Board, Mr. <br />Sparks, requesting that an appropriation be <br />made by the Colorado Water Conservation Board <br />of some State funds to try to improve the <br />picture of the investigation of the San Miguel <br />Project. <br /> <br />We came up here today to request that the <br />State Board appropriate $20,000, if at all <br />possible, to assist the investigation to get <br />into high gear. Now, I was on the phone yes- <br />terday talking to Congressman Aspinall con- <br />cerning this situation and he suggested that <br />I call Mr. Larson in Salt Lake to be sure <br />that the Bureau could use this money if the <br />money was put up by the State. The idea that <br />we had in mind was that these appropriations <br />haven't been made yet - this is just a budget <br />request - and the idea we had in mind was to <br />take what funds we could garner from the local <br />
