attain these objectives and to protect the irrigated and irrigab1e
lands in both the United States and Mexico, it is fUrther necessary
to recogni%e the followingr

(a) That the oonservation of the nter of the Colo-
rado River may require the most eoonomioal methods of de-
livery of usable 'WS.ter to Mexicol and that to IlOOOlllplish
this purpose considera.tion must be give;tl to the following

(2) By way of the Yuma main oone.l.

of the Alamo Canal.

national secticm end in Mexico, the constrJlction of flood
control ~cilities on the Gila River, and the re-negulation
of the ColoradO River by the proposed Davis .dan and reser-
voir are all of paramount importanoe.

any allocation of the waters of the Colorado River between the
