and being available at the International Boundary.

water delivered to lands under the irrig..tion system below Boulder

Approval of this formula was aooomplished througa adoption of the repert
of the subcommittee by majority vote and c..rries with it a statelllllnt of policy
and a further reselution approved by me.jority vote of the Committee of Sixteen
at Santa Fe, New Mexico. whieh read as followSI

Your Committee heretofore designated to formulate a Reso-
lution showing the action of the Committee of Sixteen in aoting
upon a motion -to approve the proposal of the Department of State
in reference to allocation of w..ters of the Coler..do River be-
tween the United Sta.tes and Mexico, submit herewith their report
in the form of the following Reso1utianl'

RESOLUTION

BE IT RESOLVED, that this Committee approve, in prinoiple
the proposal submitted to it by the Department of State as ..
basis for negotiations with the Republio of. Mexico for an equit-
able apportionment of the use of the waters of the Colorado River
between the two nationSI

BE IT FURTHER RESOLVED, that it is the sense of the Com-
mittee that the quantity-of water required to be delivered to
Mexioo'by the provisions of Paragraphs A and B. as limited by
Paragraph E, of the proposal "8 submitted, \e treated as .. maxi-
mum quantity, and that the ultimate que.ntity ef _ter to be de-
li vered to Mexio 0 1Wder the provisions of any Treaty be kept
within suoh limitations;

BE IT FURTBER RESOLVED, that we respeothlly sllggest that
further consideration of the Deparmentof State be given to the
language of Paragraph F of the proposal so as to make it more
protective to the United States, and so it iliill cover other con-
. ditions as to possible future water shortages peculiar to the
Colorado River System.~
