The formula proposed by the Department of State, approved by represente.-
tives of the State of Colore.do at the meeting of the Committee of Sixteen, at
S~.Fe, New Mexioo, April 16, 1943 and at this meeting approved by the Colo-
r~ Water Conservation Board is as follows,

"PROPOSAL OF DEPARTMENr OF SUTE

It is proposed that the United States ms.ke the following de-
liveries of water to Mexico in oomplete sa.tisfaction of any e.nd a.1l
deme.nds by Mexico nO\!( or hereafter, whether on the basis of establish-
ed use, equity, or otherwise,

A. The United States shAll deliver eaoh year,e.t designated
ple.oesso fe.r as pr"otiee.ble, at the Interna.tienal Bounde.ry and dis-
tribute through the year as requested by Mexico and ..pproved by the
United States e.n &malmt of water equal to ten per eent of diversions
for that year from the Colorado River for e.gric1l1tural and domestio
use in the States of ArizGna, California and Nevad...

B. In addition to the deliveries speoified ill. pa.re.graph A,
the United States shall deliver, at designated p1aoes so far as
praotioa.ble, at the International Boundary for .se in Mexioo "ny

Boundary from the Colorado Riverl provided that 'the aggregate amomrt

be required to make. deliveries of water whioh cannot be benefioially
used in Mexico.
