Breitenstein reported that two resolutions, relating <br />to the proposed Glendo Project, had been drafted for Board consideration. <br /> <br />The first of the two'resolutions was as follows: <br /> <br />.", <br /> <br />IfWHEREAS, the Bureau of Reclamation is engaged in <br />comprehensive study of the water use possibilities of the <br />N~rth Platte River, and <br />"WHERF..AS, such study is desirable and should be expedited, <br /> <br />and <br /> <br />"WHEREAS, .in connection with such study consideration should <br />be given to the modification of the 1945'decree entered by the <br />United States Supreme Court in the case of Nebraska v. Wyoming, <br />"NOW THEREFORE BE IT RESOLVED, that a Committee composed of <br />the Attorney General; the Direetor of the Board; George J. Bailey, <br />vice chairman of the Board; and Jean S. Breitenstein, Attorney for <br />the Board, shall cooperate and negotiate with the States of Wyoming <br />and Nebraska and vdth the Bureau of Reclamation to formulate a <br />method for composing differences with respect to the North Platte <br />River, and <br />"BE IT FURTHER RESOLVF:D, that such Committee shall report to <br />the Board at its next meeting". <br /> <br />Motion for the adoption of the resolution was made by Mr. <br />Beaty, seconded by Mr. Dille. On vote being taken, the resolu- <br />tion was declared adopted. . <br /> <br />The second of the'resolutions submitted by the Committee was as follows: <br /> <br />t, <br /> <br />"WHEREAS, the Bureau of Reclamation is requesting the Congress <br />of the United States to appropriate funds for the investigation of <br />and plans for the Glendo Reservoir Project in Wyoming on the North <br />Platte River, and <br />. "VIHEREAS , the State of Colorado is interested in any projects <br />along the North Platte River whieh might demand water from upstream <br />areas, and <br />"WHEREAS, in the consideration of NOrth Platte Ri'(er projects <br />the effect of the decree entered by the United States Supreme Court <br />. , <br />in the case of Nebraska v. Wyoming is an important factor, <br />"NOW THEREFORE BE IT RESOLVED, t~at &:y appropriation for or <br />on account ,_of' theG:j.endo Project should be made subject to the <br />fo1lo~ng proviso: <br /> <br />"Provided that funds appropriated in this <br />act, or prior acts shall not be used to <br />undertake construction of Glendo Dam and <br />Reservoir nor to make commitments to such <br />construction until after full compliance <br />with the terms and pro\~sions of Section I <br />of the Flood Control Act of 1944. <br />
