<br />126 <br /> <br />MORNING SESSION <br />Monday, April 25; -1949 <br />Room 330, State Office Bldg. <br /> <br />The meeting was called to order at 10:15 a.m. by Vice Chairman George <br />J. Bailey. <br /> <br />I <br /> <br />...;- <br /> <br />Director Stone announced discussion of the Proposed Glendo Reservoir on <br />the North Platte as the first order of business, and prefaced the discussion <br />with a presentation of the Direetor's memorandum regarding Glendo, previously <br />issued to Board members and others in mimeographed form. <br /> <br />Jean S. Breitenstein, Attorney for the Board, whose comments and analysis <br />of the G1endo Project were attached to the Director's memo, reviewed the legal <br />and physical phases of the proposed prQject with special reference to its opera- <br />tional relations to the provisions of the United States Supreme Cour~ decree in <br />the North Platte Case. He said that the three States of Colorado, Nebraska and <br />Wyoming should agree on the capacity .and plan of operation for Glendo Reservoir <br />before any appropriation is made b,y Congres~ for its construction; and he recom- <br />mended that the Colorado Water Conservation Board should decide on the type of <br />limitation on appropriations for the pro.ject which should be proposed to the <br />Interior and Insular Affairs Committee of the U. S. Senate. " <br /> <br />Avery A. Batson, Regional Director, Region 7, ~ureau of Rex1amation, ~x- <br />plained an exhibit of' maps and charts, showing nine different plans of operation <br />for the proposed Gle,ndo dam and reservoir at various capacities. He reported <br />that the Bureau is engaged in surveys on the best ultimate uses of the waters of <br />the North Platte system. <br /> <br />Mr. Breitenstein and R. J. Tipton, Consulting Engineer, suggested that <br />the North Platte decree of the U. S. .Supreme Court was not fully satisfactory, to <br />Colorado and recommended (1) that any appropriation of funds by the Congress for <br />fiscal 1950 he limited to investigational surveys (no construction); and (2) <br />that Colorado initiate informal discussions with the other two States interested <br />on the possibility of securing revision of the decree. <br /> <br />Motion was made by Director stone that the Glendo matter <br />be referred to a committee composed of J. S. Breitenstein and <br />Attorney General Joh~ W. Metzger, to draft a resolution for <br />consideration of the Board. <br /> <br />The motion was seconded by Mr. Williams.
