The project engineer began the design process in June 2003. Once the design has been finalized, <br />construction will begin. The project wiU also address maintenance and monitoring. The project is expected to <br />be completed during the 2004-05-construction season. <br /> <br />3. Chatfield Reservoir Reallocation Study <br />Authorization: HB 98-1189 Grant Amount: $266,094 <br />Water Source: South Platte River Project Type: Reservoir Supply Study <br />Location: 10 miles S. of Denver <br />Project Manager: Larry Lang <br />Sponsor: CWCBfU.S. Army Corps of Engineers Beneficiary: Colorado Water Users <br /> <br />This project involves cooperating with the Corps of Engineers to complete a feasibility study regarding the <br />reaUocation of existing flood control storage to a multi-purpose use. The CWCB is investigating the <br />opportunities and feasibility for the reaUocation of certain storage volumes. The project will determine <br />reaUocation opportunities and impacts, environmental assessments, produce recommendations, and formalize a <br />request to higher Corps authority. Three significant developments happened in FY02-FY03. (I) The CWCB <br />hired Brown and CaldweU and completed a Storage Use Patterns Investigation study with aU water users with a <br />viable interest in Chatfield Reservoir (2) Simons and Associates was terminated by the Corps of Engineers for <br />not meeting study performance objectives and the main subcontractor for the study Foster Wheeler - TetraTech <br />was hired as the main contractor and (3) CWCB worked with state parks to hire EDA W of Fort Collins to <br />perform a "Recreation Facility Mitigation Study" that will be completed by December 2003. <br /> <br />Development (I) was the cooperation that occurred among the water providers in the Storage Use Patterns <br />Investigation Study. Brown and CaldweU developed operational plans for proposed 20,600 Ac.-Ft. storage space <br />and produced r.outing scenarios in concert with actual water users for municipal use, agricultural use, wildlife <br />and recreational use and conjunctive use patterns. This study provided actual use patterns and was based on the <br />Denver water PAXSON model at Chatfield Reservoir. A final study was produced and is on the CWCB <br />website. Letter of support of the ReaUocation Study and Storage Use Patterns Investigation Study were <br />produced and included in the appendix ofthis report. <br /> <br />Development (2) involved poor contract performance by Simons and Associates. The Corps tried to work with <br />Simons repeatedly on revising schedules and delivery dates but in the end a work model for the reservoir and <br />downstream and a series of technical memorandums was not produced. However the performance and products <br />were satisfactory by the subcontractor to Simons and Associates, Foster Wheeler Environmental Corp now <br />Foster Wheeler - Teratech. Foster Wheeler Tetratech negotiated a contract for approximately $670,000 to <br />continue as the main contractor in Spring 2003. The main study will await completion of the Recreation Facility <br />Impacts Study and start up again in faU2003. <br /> <br />The CWCB used the As Needed Program to hire EDA W Fort Collins to complete a Recreation Facility Impacts <br />Study. EDA W will be responsible for resource facility analysis and mapping; defining alternative concepts; <br />putting costs to the replacement and mitigation for recreational amenities; and preparing a draft mitigation plan <br />complete with two alternative schematics of the replacement of facilities above the anticipated 12 foot increase <br />in daily operational levels at the completion of the study. This study is slated for completion in December 2003. <br /> <br />4. <br /> <br />Floodplain Mappinl!
