The project authorization was for the construction of a <br />flood control project for a stream reach on the South Platte River, which is located downstream of Chatfield a <br />Dam and Reservoir in Arapahoe County. The flood control project below the dam involved channelization of _ <br />the South Platte River to contain the 100-year flood flows. The project reach is generally from Columbine <br />Valley downstream to the confluence with Bear Creek upstream of Hampden Avenue. The CWCB is the non- <br />federal project sponsor and is responsible for maintenance of!the project. The funds can only be expended for <br />activities that benefit or directly impact the Corps channel im~rovement project. The CWCB's authorization <br />states: "all or any portion of the costs attributable to flood co~trol and recreation may be considered non- <br />reimbursable in the discretion of the Board." The remaining (unds in an amount of $717,343 are available for <br />operation and maintenance activities. The CWCB staff cooperates annually with the Urban Drainage and Flood <br />Control District, and anticipates additional expenditures for these operation and maintenance activities in the <br />foreseeable future. A controversy currently exists regarding the acceptability of tree growth within the project <br />area. The CWCB and Omaha Corps are currently negotiating a Section 1135 project to revise the current <br />Operation and Maintenance Manual (O&M Manual) for the project in order to address this issue. <br /> <br />2. <br /> <br />Alamosa River Watershed Proiect <br />Authorization: HB 00-1419 <br />Water Source: Alamosa River <br />Location: Terrace Res. to La Jam in Conejos County <br />Sponsor: Alamosa-La Jam Water Conservancy District <br /> <br />Grant Amount: $450,000 <br />Project Type: Steam Stabilization <br />Project Manager: Brian Hyde <br />Beneficiary: Alamosa-La Jam Water <br />Conservancy District, Conejos County, property <br />owners and irrigators along the Capulin <br />subreach <br /> <br />This project will involve fieldwork, final design, and constniction of river restoration improvements on the <br />Alamosa River downstream of Terrace Reservoir. The river!was straightened in the 1970's, leading to serious . <br />instability and erosion problems. A conceptual master plan for the reach between Terrace Reservoir and U.S. <br />Highway 285 was prepared earlier (by others). This project will focus on the 5-mile subreach in the Capulin <br />area. Improvements will include realignment of the channel, bank protection, weirs and other flow control <br />structures. The Scope of Work has been prepared. Field surreys have been completed.
