<br />. <br /> <br />:. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ATTACHMENT 3 <br /> <br />FPR 99-481 <br />Flood Insurance Study, Larimer County, Colorado, Unincorporated Areas, <br />Revised July 17, 1997 <br /> <br />KEY ISSUES: <br />· The FrS contains detailed information for streams within unincorporated portions of Larimer <br />County. <br /> <br />· The revised 1997 FrS includes, by reference, the detailed and approximate floodplain <br />information for streams in the county that was included in the 1996 revised FrS, with one <br />revision. <br /> <br />· The only revision to the 1996 FrS was the correction of a drafting error affecting the floodplain <br />delineation of a portion of the floodplain of Dry Creek near the City of Fort Collins. <br /> <br />· The City of Fort Collins and Larimer County had previously prepared a floodplain study for <br />Dry Creek, which was designated and approved by the CWCB (Resolution No. 203); that <br />information was subsequently incorporated (with no drafting error) into the 1986 FrS for <br />Larimer County, which was also designated and approved by the CWCB (Resolution No. 272). <br />It is unclear how the error was included in the 1996 FIS. <br /> <br />· The CWCB designated and approved the 1996 FIS for Larimer County (Resolution No. 96- <br />431). That resolution specifically noted the error in the Dry Creek floodplain delineation and <br />did not designate that portion of the 1996 FIS or rescind Resolutions Nos. 203 or 272. <br /> <br />· Both the CWCB and Larimer County notified FEMA about the drafting error, and FEMA <br />initiated the correction, which resulted in the 1997 FIS. <br /> <br />COMMUNITY RESPONSE: <br />Larimer County sent a letter requesting CWCB designation and approval of the 1997 FIS. <br />CWCB staff discussed the designation with the County' s Floodplain Administrator by <br />telephone conversation and at a meeting with CWCB staff. The County is supportive of the <br />Board's proposed designation and approval ofthe 1997 FIS. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for Larimer County. The <br />floodplain information contained in the 1997 FIS corrects a drafting error, allowing the FrS to meet <br />the Board's "Floodplain Designation and Approval Rules". The resolution will assure that the <br />county's most current floodplain information complies with state statutory requirements. <br /> <br />5 <br />
