<br />, <br /> <br />. <br />, <br /> <br />ATTACHMENT 4 <br /> <br />e <br /> <br />FPR 98-482 <br />Draft Floodplain Information Report, Town of Fleming, Logan County, <br />Colorado, January, 1999, including Flood Hazard Boundary Map, Town of <br />Fleming, Colorado, Logan County, dated November 8, 1974 <br /> <br />KEY ISSUES: <br />. The FIR, including the 1974 FHBM contains approximate floodplain information for two <br />streams within the Town of Fleming, Wildhorse Creek and a small tributary. <br /> <br />. By a letter dated July 15, 1985 FEMA rescinded the FHBM, finding that there was no <br />significant flood hazard within the town. <br /> <br />. In 1996 and 1997 Fleming experienced flooding on Wildhorse Creek. The flooding in 1997 <br />affected several residential buildings along the creek. Based on information gathered so far, it <br />is clear that there are 100-year floodplains within the town that should be mapped and then <br />designated by the CWCB, which contradicts FEMA's 1985 fmding. <br /> <br />. At a meeting in Fleming on January 5, 1999 the town requested that CWCB staff help the town <br />determine whether the approximate floodplain delineations shown on the 1974 FHBM are <br />reasonable. CWCB staff agreed to work with the town to make the requested determination by e <br />March 31,1999. <br /> <br />. The CWCB will use an approximate 100-year flow for Wildhorse Creek and field-surveyed <br />cross-sections in a 3-block area of Fleming to estimate flood depths and floodplain widths in <br />the vicinity of the houses that experienced flooding in 1997. Those hydraulic estimates and the <br />documentation of the historic floods will be compared to the 1974 FHBM to advise the town <br />about the reasonableness of the FHBM and to make appropriate revisions. <br /> <br />COMMUNITY RESPONSE: <br />The Town of Fleming requested that CWCB staff attend a Town Board meeting to discuss <br />the proposed designation action with the Town Board and affected residents before they <br />would consider sending a letter requesting any CWCB designation action. The meeting was <br />held on January 5, 1995, and CWCB staff agreed to help the town with a hydraulic <br />evaluation of the FHBM. No letter will be sent by the town until the evaluation is finished. <br /> <br />SUMMARY: <br />The staff recommends that the Board table the proposed resolution until the Town of Fleming is <br />satisfied with the CWCB staff s hydraulic analysis of the reasonableness of the current floodplain <br />information (as shown on the 1974 FHBM). The staff has arranged to work with the town to <br />review historic documentation of recent floods and to perform approximate hydraulic analyses at <br />selected cross-sections along Wildhorse Creek where it flooded existing residential buildings. e <br /> <br />6 <br />
