The Flood Insurance Study contains approximate and detailed floodplain information for <br />streams and flooding sources within the community, based on a previously designated <br />Floodplain Information Report prepared by the CWCB in 1980 for the City of Blackhawk and <br />on some approximate floodplain mapping prepared by the CWCB. <br /> <br />· The FEMA study and maps were prepared prior to the legalization of gambling in Blackhawk, <br />and therefore do not reflect the impacts of significant development in the 'boomtown" <br />environment that has existed in Blacknawk since gambling was legalized. <br /> <br />. New floodplain studies and floodplain revisions have been prepared by numerous engineers <br />representing developers, but they have not been incorporated into the city's official floodplain <br />mapping at this time. A new floodplain information report is needed to show all of the changes <br />to the floodplain. <br /> <br />. FEMA is in the process of considering the preparation of an entirely new Flood Insurance <br />Study for the community due to the changes that have taken place over the last 15 years. <br /> <br />e <br /> <br />COMMUNITY RESPONSE: <br />The City of Blackhawk has been asked to send a letter to the CWCB requesting investigation <br />and review of the 1984 FIS. A meeting with the City has been scheduled for the week of <br />January 18, 1999. A site visit will also be conducted immediately following the meeting. The <br />CWCB staff believes that the FIS should be designated, and will discuss the matter with City <br />officials. Based on telephone conversations prior to the meeting, the city is supportive of the <br />Board's proposed designation ofthe 1984 study. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the City of Blackhawk <br />designating the 1984 FIS. The approximate and detailed floodplain information contained in the <br />FIS meets the Board's "Floodplain Designation and Approval Rules". The designation will <br />assure that the latest available FEMA floodplain information for Blackhawk, for the purposes of <br />federal regulation and flood insurance, is explicitly approved by the state, thereby complying with <br />state statutory requirements. The staff expects that in the near future a more current floodplain <br />study will be prepared for the city, reflecting current hydraulic conditions, at which time the <br />designation of the 1984 FIS will need to be rescinded. <br /> <br />4 <br /> <br />e <br />
