<br />, <br /> <br />',' <br />, <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ATTACHMENT 1 <br /> <br />FPR 99-479 <br />CWCB Floodplain Information Report, Park County, Colorado, dated <br />January 1999, including the Flood Hazard Boundary Maps, Park County, <br />Colorado (unincorporated areas), dated November 22, 1977 <br /> <br />KEY ISSUES: <br />. The Flood Hazard Boundary Maps (FHBMs) contain approximate 100-year floodplain <br />information (Zone A) for certain streams within the county. There are no detailed floodplain <br />delineations for unincorporated Park County at this time. A new Floodplain Information <br />Report was prepared by CWCB staff to provide approximate 100-year flood hydrology <br />information to accompany the existing floodplain maps. <br /> <br />· A portion of the area on FHBM panel # 9 is now within the corporate limits of the Town of <br />Fairplay. That portion of panel #9 was previously designated by the CWCB <br /> <br />· The areas of Park County along the North Fork of the South Platte River below an elevation of <br />approximately 7000 feet (downstream of Bailey) and along the South Platte River below an <br />elevation of approximately 7000 feet Gust upstream of Cheesman Reservoir) are in a hydrologic <br />region for which the CWCB has developed a hydrology regression equation. The remainder of <br />the South Platte River Basin in Park County is in an area of no regression, and the only <br />available regression equations are preliminary equations developed by the USGS. The <br />southwestern portion of the county are in one hydrologic region of the Arkansas River Basin <br />and the southeastern portion of the county are in another hydrologic region of the Arkansas <br />River Basin (both with CWCB regression equations developed). <br /> <br />COMMUNITY RESPONSE: <br />Park County officials sent a letter to the CWCB requesting designation and approval of the <br />November 22, 1977 maps. A meeting with County officials is scheduled for January 13, 1999 <br />to discuss the designation process and answer floodplain-related questions. A site visit will <br />also be performed to investigate streams and floodplain development in portions of the <br />County. Based on telephone conversations prior to the meeting, the county is supportive of <br />the Board's proposed designation action. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for Park County designating the <br />1977 Flood Hazard Boundary Maps and the accompanying Floodplain Information Report dated <br />January 1999. The approximate floodplain information contained on the FHBMs meets the <br />Board's "Floodplain Designation and Approval Rules". The designation action will assure that <br />the most current floodplain information for Park County, for the purposes of federal regulation and <br />flood insurance, is explicitly approved by the state, thereby complying with state statutory <br />requirements. <br /> <br />3 <br />
