<br />flood flows. However, the floodplain shown in tllC FIRMs for the Colorado River within the study <br />. area is approximate with no supporting hydrology. Due to the complex system, the Hydrology <br />Addendum will not explicitly consider these reservoirs. Their affects will be shown in the gage flow <br />analysis. Ruedi Reservoir does not have flood storage space allocation. The reservoir would have the <br />ability to store flood flows if space were available. fhis incidental flood storage is partially reflected ill <br />the gage records used for hydrology. No modifications to the hydrology or Fryingpan River floodplain <br />are deemed necessary at this time. <br />Community response: The CWCB staff transmitted a letter dated December 17, 2001 to the Eagle <br />County floodplain administrator as notification of the proposed designation action for the subject Flood <br />Insurance Study. The County was very receptive to the proposed Board action and transmitted a letter <br />back to the CWCB dated January 4,2002 requesting designation of the subject floodplain infonnation. <br />Staff fmdings: A new hydrology addendum is beillg produced by Montgomery Watson Harza (CWCB's <br />engineering consultant) to provide regulatory information and additional technical information to <br />supplement the September 1989 Flood Insurance Study for Eagle County. New hydrology data (lOO-year <br />. peak flow values) are being developed by Montgomery Watson for the approximate (Zone A) floodplains <br />shown on the FEMA map panels. (Detailed 100-year flood hydrology values are reC[.uired for each stream . <br />in order to be in conformance with the CWCB' s rules and regulations for floodplain designation). CWCB <br />staffhas determined that the subject floodplain infornlation for Eagle County is ill conformance with the <br />CWCB's rules and regulations for floodplain designation and approval. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approve the 100-year detailed <br />and approximate floodplain information contained in said report within unincorporated portions of Eagle <br />County, and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and <br />. trans.mitted to Eagle County and FEMA. This action is recommended in order to meet> statutory <br />requirements. <br /> <br />2) A!!enda Item 2.b <br />Floodplain Resolution Number: FPR 01-557 <br />Affected Community: Gunnison County <br />Name of study to be formally acted on: "Flood Insurance Study, Gunnison County, Colorado, <br />Unincorporated Areas" dated September 1989- prepared by the Federal Emergency Management Agency <br />.Studied Streams: The report includes detailed and approximate 100-year floodplain information for <br />the Gunnison River, Tomichi Creek, and numerous other streams within the County. The studied <br />streams are in the Colorado River watershed. <br />Technical Issues: There are several specific connnents regarding the Flood Insurance Study and <br />associated materials for Gunnison County. The floodplain maps contain both approximate and detailed <br />floodplain delineations. Detailed floodplains have been produced for the Gunnison River and Tomichi <br />Creek near the City of Gunnison. There are several floodpl~ map panels around the extreme outer edge <br />of the County which were not printed because they are completely Zone X (outside of the 100-year <br />floodplain). The County is currently having detailed studies performed in the areas with more illtense <br />development pressure. These areas include: Gunnison River north of Gunnison, Ohio Creek, East River, <br />Slate River, a reach of the Crystal River and Tomichi Creek east of Gunnison. The CWCB staff have <br />been very involved with this new floodplain mapping effort. Floodplains have not been shown in the <br />Gunnison or Uncompahgre National Forests, or the Curecanti National Recreation Area. The operations <br />. of Taylor Park Reservoir are only considered in the gage analysis. The Flood Insurance Study reports that <br />there is very little flood control storage in the reservoir. Because no floodplains are shown in the <br />Curecanti National Recreation Area, the operations of Blue Mesa Reservoir do not affect the published <br />Flood Protection.
