<br />significantly reduced level of detail to arrive at a hazard delineation without water surface profiles. <br />CWCB staff performs technical reviews on the followin~ types of reports and maps for approval and <br />designation by the Board: ; , <br /> <br />. <br /> <br />· "Flood Insurance Study" (FIS), which is produced by the Federal Emergency Management Agency <br />(FEMA) and used for floodplain management, regulation, and insurance purposes. <br />· "Flood Insurance Rate Map" (FIRM), which is produced by FEMA and used for floodplain <br />management, regulation, and insurance purposes. A FIRM may be published with or without an <br />associated hydrologic and hydraulic report. <br />" <br />· "Flood Hazard Boundaiy Map". (FHBM), wl1ich j was produced by the Federal Insurance <br />Administration and are used for floodplain management, regulation, and insurance .purposes. An <br />FHBM usually depicts approximate floodplain boundaries only, and does not have an <br />accompanying report. Note: For all FHBM designations, the CWCB staff will perform (in-house or <br />by contract with a consultant) hydrologic analyses. <br />· "Floodplain Information Reports", which are produced by local governments, state and federal <br />agencies, special districts, or the private sector, ilUd are used for floodplain management purposes <br />and usually adopted by FEMA for use in Flood Insurll.\lce Rate Map revisions. <br />· Various hydrology studies and related floodplain studies (community-wide or site specific) that <br />depict 100-year floodplain information that is useful fq>r floodplain management purposes. <br />· "Floodplain Infornlation" is a generic term used to de~cribe any of the above types of reports and/or <br />maps in the CWCB's "rules and regulations..." . <br />· "Floodplain Resolution'" is a formal document prepared by CWCB staff describing the Floodplain <br />Information that is to be designated and approved by the Board. <br /> <br />. <br /> <br />1) Al!enda Item 2.a <br />Floodplain resolution number: FPR 01-556 <br />Affected communities: Eagle County <br />Name of study to be formally acted on: "Flood Insurance Study, Eagle County, Colorado, <br />Unincorporated Areas" dated May 1980. - prepared by the Federal Emergency Management Agency. <br />Studied streams: The report includes detailed and approximate 100-year floodplain information for <br />the Eagle River, Brush Creek, and numerous other streams within the County. The studied streams are <br />in the upper Colorado River watershed. . <br />, <br />Technical issues: There are a number of specific conune~ts regarding the Flood Insurance Study and <br />associated materials for Eagle County. The floodplain 1)1aps contain both approximate and detailed <br />floodplain delineations. Detailed studies have been conducted on the Eagle River, Fryingpan River, <br />Taylor Creek, Brush Creek, Roaring Fork River, Eagle River and Turkey Creek. There are several map <br />panels within the County that werenot printed. Most of these panels have the note: "Panel Not Printed <br />- Area All Zone D". Several of the approximate floodplains, including the Colorado River, Eagle <br />River, Homestead Creek and Turkey Creek are show approximate floodplains on adjacent panels to <br />those not printed. There are no detailed .floodplain designations for Beaver Creek and the Eagle River <br />near Avon. It is likely that due to extensive developme~t in the area, detailed floodplains have been <br />developed. These should be incorporated into the desig(1ation either now or in the near future. The <br />only differences found between the 1980 and 1983 Floodway maps was the Eagle River near Eagle <br />where the river was realigned. Floodplains have not been shown in the White River National Forests. <br />There are several reservoirs in the Colorado River basin upstream of the study area that would affect <br /> <br />. <br /> <br />Flood Protection.
