<br />Recommendation: Staff gives a medium recornmen;dation for funding of this project since it is <br />another high priority within the CWCB Flood Protection Section. Much success has already been <br />achieved in the past few years on river restoration projects (Roaring Fork River, Rio Grande, and others) . <br />with similar projects. <br /> <br />5. Colorado Gulch Remedy Development <br /> <br />Grantee/Contractor: <br /> <br />Colorado Mountain Colleg~ Natural Resource Management <br /> <br />Amount of Request: <br /> <br />$25,000 <br /> <br />Ranking: <br /> <br />Low <br /> <br />Product Produced: The demonstration project is to design and implement a water quality remediation <br />effort to include a series of rip rap channels and aeration ponds that would capture Colorado Gulch <br />flows below the mine-waste sources. The design would reduce metals loading by photo-oxidation and <br />settling of suspended solids. <br /> <br />Water Planning Relationship: Colorado Gulch provides natural drainage for an area that <br />produced profitable quantities of silver and other metals from the late 1800's through the late 1940's, <br />and currently encompasses several mine waste piles supplJdng metal contaminants to the gulch. This <br />water quality project has methods/techniques with presumed applicability to other areas of the state. <br /> <br />, <br />Recommendation: Staff gives a low recommendat~on for funding of this project due to the water <br />quality nature of the project versus the water mission] of the CWCB that does not necessarily include <br />water quality. Staff feels that this worthwhile project :would be better funded from a more appropriate <br />source such as the EP A. <br /> <br />. <br /> <br />6. Prowers County/City of Lamar Floodplain and Flood Migration Assessment Project <br /> <br />Grantee/Contractor: <br /> <br />Prowers County - Southeastern Land & Environment <br /> <br />Amount of Request: <br /> <br />$116,250 <br /> <br />Ranking: <br /> <br />Low <br /> <br />Product Produced: Updated Flood Insurance Rate Maps for the affected cormnunities that date back <br />to as early as 1977. Physical changes in the Arkansas River over time have created the need to <br />completely restudy the floodplain. In addition, a flood! mitigation study would be conducted on the same <br />reach of river to identify and prioritize flood mitigatiortprojects to protect County and City interests. <br /> <br />Water Planning Relationship: This is a local fldodplain issue that proposes to provide very useful <br />updates and revisions to regulatory floodplain mapping in Prowers County and the City of Lamar. <br />Proper planning for future growth through wise development along floodplain areas is key to the success <br />, <br />of a community in dealing with natural hazards. <br /> <br />Recommendation: Staff gives it low recommendation for funding of this project only because the <br />CWCB floodplain mapping program has already identified Prowers County and the City of Lamar as a <br />needed area for floodplain map revision. CWCB st#f maintains a list of priority floodplain mapping <br />needs throughout Colorado and addresses each need ]in order of priority as funding becomes available. <br />This project is worthwhile and will eventually receiv~ assistance by other means. <br /> <br />. <br /> <br />12 <br />
