<br />Product Produced: A complete update and revision to the "Rules and Regulations for Designation <br />and Approval of Floodplains... in Colorado" of the CWCB. <br /> <br />. <br /> <br />Water Planning Relationship: This project involves statewide floodplain guidelines that could <br />eventually become policy through official rulemaking and is not related to a specific watershed or <br />geographic location. This project is of statewide concern and will assist state and local officials <br />appropriate technical guidance for development, designation and approval of regulatory floodplain <br />information. <br /> <br />Recommendation: Staff gives a high recommendation for funding of this project because of the need <br />for updating and revising the IS-year old current rules and regulations. The project has statewide <br />importance and is necessary because of new methods, models and technologies used for floodplain <br />determinations. <br /> <br />3. Statewide Floodplain Mapping 2003 Program <br /> <br />Grantee/Contractor: <br /> <br />CWCB <br /> <br />Ranking: <br /> <br />Medium <br /> <br />Amount of Request: <br /> <br />$150,000 <br /> <br />Product Produced: A continued program for providing state support to local governments in their <br />efforts to map or re-map floodplains within their jurisdictional boundaries. Floodplain maps are the <br />basic tool for any floodplain management program, and this project will help produce new maps for top <br />priority communities in Colorado. <br /> <br />. <br /> <br />Water Planning Relationship: State statutes require the CWCB to assist in the prevention of flood <br />damages and to designate 100-year floodplain areas in Colorado. Many floodplain maps are outdated <br />and in need of revision or replacement due to physical changes in the basin or along the stream, or other <br />reasons. This matter is of statewide concern. Staff has identified a minimum of 38 communities in <br />Colorado that are in need of updated mapping. <br /> <br />Recommendation: Staff gives a medium recommendation for funding of this project, although it is <br />one of the highest priorities within the CWCB Flood Protection Section. Staffrecommends that funding <br />could be applied through the Construction Fund as a Non-reimbursable Investment with the stipulation <br />for a local matching fund program. <br /> <br />4.
