Term (2012) Al!reement <br /> <br />The parties to the 2012 agreement will be Reclamation, the U.S. Fish & Wildlife Service and <br />the CWCB. The 2012 agreement will hopefully the current annual agreements. <br /> <br />I assume that Reclamation will be contacting the CWCS staff in the near future to schedule <br />a series of meetings to negotiate the formal 20 I 2 agreement. I also assume that Randy's section will <br />be handling the details of this effort. Last week I had a brief discussion with Alice Johns and Julie <br />Schwanda. They expect that cost/repayment issues will be tough to resolve. <br /> <br />River District - River District Reservoir "Futures" Study <br /> <br />As a separate effort, the River District, the Ruedi Reservoir Water Resources and Authority <br />and the Roaring Fork Conservancy are scoping what we refer to as a Ruedi Reservoir "futures" <br />study. Our goal with this effort is to involve the Roaring Fork River community in a dialogue on <br />the future of Ruedi Reservoir. <br /> <br />Issues related to the 2012 agreement EA and the Ruedi "futures" study will overlap. <br />However, our goal is to take a long term view of Ruedi issues. <br /> <br />Examples of the kinds of issues we want to evaluate are: <br /> <br />e <br /> <br />a) What are the West Slope demarlds for Ruedi water (assuming the current backlog of <br />Round II contracts are executed)? <br /> <br />b) How will the escalating cost of contract water impact future water sales? <br /> <br />c) It is very unlikely that the West Slope portion of the Ruedi Replacement Pool will <br />not be repaid by 2019 (as intended when Congress authorized the project). <br /> <br />. What are the implications for existing contractors? <br /> <br />· What is the meaning and implications of the infamous Felix Sparks letter? <br /> <br />. If the repayment issue goes to Congress what are the implications? <br /> <br />d) How does recreation and fishing on Ruedi Reservoir and the Fryingpan River impact <br />the regional economy? <br /> <br />e) <br /> <br />What are the regional and environmental issues associated with future water sales <br />to the East Slope? <br /> <br />e <br />
