Division 5 Fact Sheets <br /> <br />I intend to distribute and review the Colorado River Basin fact sheets at two public meetings <br />that are scheduled in the near future. On May 15th, Reclamation is hosting a meeting in the Roaring <br />Fork Valley to discuss year 2000 Ruedi operations and on May 17th, Summit County is hosting a <br />public meeting to discuss this summer's Dillon ReservoirlBlue River operations. <br /> <br />I would also like to schedule a public meeting/discussion for the Grand Junction area for later <br />this summer. <br /> <br />2. Ruedi Reservoir Lonl! Term (2012) Al!reement <br /> <br />Reclamation has commenced the NEP A scoping process on the Ruedi Reservoir long term <br />(now referred to as 2012) agreement. Under the terms of the 15 Mile Reach Program Biological <br />Opinion, the commitment of water from Ruedi Reservoir is reduced from 21,650 a.f.lyear to 10,825 <br />a.f.lyear now that both Denver and the River District have executed 5,412.5 a.f. interim agreements. <br />The River District 5,412.5 a.f. agreement includes a provision for the River District to utilize unused <br />Ruedi contract water as a backup supply for meeting its 5.412.5 a.f. commitment. Reclamation's <br />NEP A process will cover this potential. <br /> <br />The River District met with Reclamation to discuss the scoping and NEPA process. We <br />expressed the concern that the scoping notice implies that Reclamation will be delivering up to <br />21,650 a.f. of Ruedi. While this is theoretically possible, under the PBO, Ruedi's obligation is <br />limited to 10,825 a.f. in most years. Further, the scoping notice implies that an option available to <br />Reclamation is to not deliver Ruedi water to the 15 Mile Reach under the PBO. Our view is that the <br />no-action really implies a reopening of the 15MR PBO, a painful prospect. <br />
