We may want to discuss it in more detail at the September CWCB meeting.

3. September 2000 CWCB Meetine:

At the last CWCB meeting we set the September meeting for Glenwood Springs. I have two
suggestions for tours. The first would be a tour of Ruedi Reservoir, the Fryingpan River and the
Roaring Fork Valley. The eWCB has just completed a multi-objective study on the Roaring Fork
river. My second suggestion would be to move the meeting to Grand Junction and take a tour of the
15 Mile Reach and the Grand Valley Efficiency Improvements project.

4. Upper Colorado River Basin Recovery Proe:ram Issues

A. Yampa River PBO: The water subcommittee has met three separate times. The
Service has decided that it needs about 6,000 a.f. of late season augmentation water.
With transit losses, this amounts to about 7,000-7,500 a.f. of storage water. We are
putting together a matrix showing options to provide this storage.

The next meeting of the full PBO discussion group is scheduled for June 6th in Craig.

B.

Recovery Goals: River District staff have been attending the various meetings being
held concerning the establishment of "recovery" goals. This process has raised a
number of very important policy goals such as the linkage of downlisting/delisting
in the Upper Basin program to the San Juan and Lower Basin programs. I've
attached a memo from Tom Pitts. I suggest you and Peter have some discussion of
this with the Board. An issue that Tom does not mention is whether or not there is
sufficient Colorado Pikeminnow adult habitat available in the Upper Basin to
accommodate the proposed CPM nwnbers.

REK/ldp
Attachment
