The completion date for this contract is March 1970. <br />Plans and specifications for relocation of a county road in the <br />project area are scheduled for completion in December 1969. <br /> <br />Preconstruct ion Planninq - Las Animas Local Protection Project <br /> <br />preconstruction planning of the authorized project for local pro- I <br />tection at Las Animas is about 85 percent complete. Funds for <br />initiation of project construction are not included in the Presi- <br />dent's budget for Fiscal Year 1970. <br /> <br />Preauthorization Planninq - Arkansas River above John Martin Dam <br /> <br />The Board of Engineers for Rivers and Harbors has essentially <br />completed preliminary review of the Albuquerque District report <br />submitted in June 1968 and by mutual agreement. additional studies <br />have been undertaken as follows: <br /> <br />a. Reanalysis of the recommended projects to reflect the impact <br />of the recently prescribed 4-5/8 percent discount rate on plan <br />formulation and evaluation. <br /> <br />b. Supplemental studies of the Fountain Creek flood problem <br />to determine whether a higher degree of flood protection for <br />the city of Pueblo would be justifiable by means of reservoir <br />control. Several damsites have been investigated. A suitable <br />site located about two miles north of the city limits of Pueblo <br />has been selected for further study of a reservoir project which <br />would provide the required storage for flood control and a size- <br />able pool for recreation. The State of Colorado has indicated <br />an interest in the establishment and maintenance of a permanent <br />pool of 20.000 acre-feet under provisions of P.L. 89-72. The <br />structure under study consists of an earthfill dam approximately <br />12.000 feet long with a crest width of 20 feet. rising l72.feet <br />above the streambed. The total storage capacity of the reservoir <br />at spillway crest would be 246.000 acre-feet of which 186.000 <br />acre-feet would be allocated to flood control. 40.000 acre-feet <br />for sediment deposition. and 20.000 acre-feet to recreation. <br />Joint use of the sediment capacity is also being considered. In <br />addition, a gated outlet works and an uncontrolled spillway with <br />a notch to control flows to the downstream channel capacity of <br />15.000 c.f.s. would be provided. <br /> <br />If this potential reservoir project is found to be economically <br />justified. we will coordinate the plan with all State.
