In addition. <br />the general public will be notified of the potential project <br />through a public meeting the latter part of May 1969. <br /> <br />Preauthorization Planninq - Arkansas River below John Martin Dam <br /> <br />I <br /> <br />Investigations and studies for flood control and related purposes <br />are being continued in the Arkansas River subbasin from John <br />Martin Dam to Great Bend. Kansas. in cooperation with local in- <br />terests. State. and other Federal agencies. In Colorado, consid- <br />eration is being given to a system of detention reservoirs, local <br />projection projects at Lamar and Holly. and channel and levee <br />improvements on the main stem from John Martin Dam to the Colorado- <br />Kansas state line. The investigation was scheduled for completion <br />this fiscal year but the application of the new interest rate of <br />4-5/8 percent. recently prescribed by the Water Resources Council. <br />has had an adverse effect on the economic justification of poten- <br />tial projects under consideration. and further studies are required <br />to reformulate the projects. Consequently. additional time and <br />funds will be required for completion of the study after Fiscal <br />Year 1969. Although no funds are included in the President's <br />budget for 1970 for this study. an effort will be made to program <br />funds for completion in Fiscal Year 1971. <br /> <br />Preauthorization Planninq - Rio Grande and Tributaries in New <br />Mexico and Colorado <br /> <br />I <br /> <br />Investigation of the Rio Grande and tributaries in Colorado was <br />recently authorized by resolution of the Committee on Public <br />Works. U. S. Senate. at the request of the State of Colorado. <br />In the interest of economy and continuity of basin studies. this <br />authority will be combined with outstanding directives for in- <br />vestigation of the Rio Grande and tributaries in New Mexico. and <br />a single report will be prepared to comply with the provisions <br />of all Congressional resolutions pertaining to the Rio Grande <br />Basin in COlorado and New Mexico. Funds in the amount of $25.000 <br />are included in the President's budget for Fiscal Year 1970 to <br />begin this review survey. Initial studies will include review <br />of basic reports. including House Documents 243. 8lst congress. <br />and 694, 76th Congress; economic base studies; hydrologic studies <br />and plans for public hearings. <br /> <br />Flood Plain Manaqement Proqram in Colorado <br /> <br />Flood plain management activities authorized by the 1960 FlOOd <br />
