Introduction <br /> <br />The Colorado Water Conservation Board (CWCB) has a responsibility to "devise and fonnulate methods, <br />means, and plans for bringing about the greater utilization of the waters of the state and the prevention of <br />flood damages therefrom..." In response to CRS 31-60-106 (c) and the experiences of the CWCB staff in <br />recent flood operations, the staff is proposing a "Flood Emergency Response Program" that will fonnalize, <br />expand, and fund a Board flood response and recovery program. <br /> <br />Obiective <br /> <br />Development of a comprehensive annually funded flood emergency response program. This program will <br />be under the administration of the Colorado Water Conservation Board. <br /> <br />Discussion <br /> <br />The staff proposed Flood Emergency Response Program consists of five program elements, which are; <br />. Flood anticipation, forecasting and preparation; <br />. Aerial photography of flooded areas; <br />. Flood documentation and identification of specific hazards; <br />. Evaluation of CWCB floodplain designations and revisions as needed; and <br />. Development of disaster area recovery/mitigation plans. <br /> <br />. <br /> <br />Flood Procection .
