. Introduction

The Colorado Water Conservation Board (CWCB) has a responsibility to "devise and fonnulate methods,
means, and plans for bringing about the greater utilization of the waters of the state and the prevention of
flood damages therefrom..." In response to CRS 31-60-106 (c) and the experiences of the CWCB staff in
recent flood operations, the staff is proposing a "Flood Emergency Response Program" that will fonnalize,
expand, and fund a Board flood response and recovery program.

Obiective

Development of a comprehensive annually funded flood emergency response program. This program will
be under the administration of the Colorado Water Conservation Board.

Discussion

The staff proposed Flood Emergency Response Program consists of five program elements, which are;
. Flood anticipation, forecasting and preparation;
. Aerial photography of flooded areas;
. Flood documentation and identification of specific hazards;
. Evaluation of CWCB floodplain designations and revisions as needed; and
. Development of disaster area recovery/mitigation plans.
