<br />.., <br /> <br />.' <br /> <br />26 <br /> <br />These program needs have evolved from a number experiences, requests, and findings. From the <br />experiences and requests of recent major flood events, including: <br /> <br />. Big Thompson Canyon Flood on July 3 I-August I, 1976; <br />· Lawn Lake Flood of Estes Park on July 15, 1982; <br />· Western Slope Floods on May 25 - June 6,1984; <br />· Statewide floods on June 1- July 15, 1995; <br />. Fort Collins and Northeast Colorado Floods on July 28 -August I, 1997; and <br />· Colorado Springs and Southeast Colorado Floods .on April 28 - May 2,1999. <br /> <br />. <br /> <br />The Board contracted the professional services of McLaughlin Water Engineers. Ltd. to conduct a <br />"Statewide River Rehabilitation & Floodplain Management Needs Inventory". One of the conclusions and <br />recommendations of the statewide assessment which received a forty percent response from the towns, <br />cities, counties and water and flood related organizations:was to'.'create a flood emergency planning fund". <br /> <br />In response to these unmet needs in flood mitigation activities under a flood threat or response operation, the <br />staff presents the attached "Proposed Flood Emergency Response Program, II dated October 2000. The <br />proposed program will operate in harmony with the Department of Local Affairs, Office of Emergency <br />Management and the Colorado Natural Hazard Mitigation Council (CNHMC). <br /> <br />The attached proposal addresses the unmet needs and outlines the program elements for a $150,000 annually <br />funded program. The funds for this program would come from the allocation of the five-percent for <br />floodplain projects as authorized in the CWCB Construction Fund. This program will be funded to the <br />$150,000 level on an annual recommendation. <br /> <br />Recommendation <br /> <br />. <br /> <br />Staff recommends that the Board request the General Assembly to authorize up to $150,000 from the <br />Construction Fund to be appropriated to the Department bfNatural Resources for allocation to the CWCB <br />for the creation of a Flood Emergency Response Fund. <br /> <br />Attachment: Proposed Flood Emergency Response Program dated October 2000 <br /> <br />. <br /> <br />Flood Protection.
