.

.

.

ATTACHMENT 3

FPR 99-505
Flood Insurance Study, Jefferson County, Colorado and Unincorporated
Areas, dated July 4, 1989.

KEY ISSUES:
. The Flood Insurance Study prepared by FEMA contains detailed and approximate engineering
information along with 1 OO-year floodplain delineations for streams within Jefferson County,

. The 1989 FIS is the most current regulatory floodplain information for the county, There have been
many development activities and physical changes along some of the streams in the county during
recent years, These changes have caused the 1989 floodplain information to become inaccurate,

. The County has requested that an update be completed by FEMA for their Flood Insurance Study, The
County has a number of floodplains in need of revision,

COMMUNITY RESPONSE:
CWCB staff sent a notification letter to Jefferson County to inform the floodplain
administrator about the proposed designation action. CWCB staff then met with County
officials in early September to discuss floodplain issues and the designation and approval
process. The County is very supportive of the proposed designation, and was interested in
having the CWCB encourage FEMA to update the floodplain maps. A written letter of
request (for designation) will not be transmitted from the County to the CWCB, however a
copy of a letter to FEMA (requesting a map update) was provided for the file.

SUMMARY:
The staff recommends Board approval of the floodplain resolution for Jefferson County designating
the July 1989 Flood Insurance Study and the accompanying Flood Insurance Rate Maps, The
detailed and approximate floodplain information contained in the report and on the maps meets the
Board's "Floodplain Designation and Approval Rules", The designation action will assure that
this floodplain information for Jefferson County is explicitly approved by the state, thereby
complying with state statutory requirements,

5
