<br />. <br /> <br />. <br /> <br />. <br /> <br />A TT ACHMENT 1 <br /> <br />FPR 99-503 <br />Rocky Flats Plant, Drainage and Flood Control Master Plan dated April 1992. <br /> <br />KEY ISSUES: <br /> <br />. Wright Water Engineers prepared a master plan for the U,S, Department of Energy that included <br />detailed floodplain infonnation for several streams on the federal property known as Rocky Flats, <br /> <br />. The master plan is a comprehensive analysis of the flood hydrology from the western edge of the Rocky <br />Flats site to Indiana Street. The methodologies used for this study are consistent with those of the <br />Urban Drainage and Flood Control District. <br /> <br />. This report represents the most complete floodplain infonnation for Rocky Flats, however it will not be <br />submitted to FEMA for inclusion in a Flood Insurance Study since FEMA does not typically provide <br />floodplain mapping for federally owned lands, <br /> <br />. A review letter dated August 7,1991 from Mr. Larry Lang to Mr. Ken Wright provided support for the <br />study findings, <br /> <br />. In addition to the floodplain delineations, the report included recommendations for drainageway <br />improvements at Rocky Flats, Examples of recommendations included channel and culvert capacity <br />improvements, stonn sewer systems, floodproofing, new storage reservoirs, and others, <br /> <br />COMMUNITY RESPONSE: <br />The designation and approval for this study is being taken under Rule 9.D.2, "Board <br />Initiative", and therefore the affected jurisdictions were not required to transmit a request <br />letter for the proposed designation action. CWCB staff sent notification letters to Jefferson <br />County and to the Rocky Flats engineer. The purpose of the notification letter was to inform <br />those parties of the proposed designation action, and to solicit any comments or relevant <br />information that may be of interest to the CWCB. No written responses were received by the <br />deadline, and therefore the staff recommends proceeding with the designation and approval <br />action. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Rocky Flats Plant <br />designating the April 1992 Drainage and Flood Control Master Plan, The detailed floodplain <br />information contained in the report meets the Board's "Floodplain Designation and Approval <br />Rules", The designation action will assure that the most complete floodplain information for <br />Rocky Flats is explicitly recognized and approved by the CWCB. <br /> <br />3 <br />
