<br />But I think we have got to do this soon, and I hope there is a move in <br />the Legislature to support research and evaluation as being an integral <br />part of any ongoing cloud seeding effort. <br /> <br />MR. KROEGER: We have a motion that the Board adopt, a resolution in <br />support of funding for cloud seeding. <br /> <br />MR. FETCHER: Primarily for the research. That was the intent of my 1 <br />statement, because I feel that that is fundamental. I'm not trying at <br />this point to obtain funds for a continued program of actual cloud <br />seeding, but for the fundamental research work that must go on sO that <br />we are better prepared in the future. That would be my resolution; <br /> <br />MR. VANDEMOER: <br />MR. FURNEAUX : <br />MR. KROEGER: <br />MR. VANDEMOER: <br />the study. <br /> <br />You haven't got a second yet. <br /> <br />Yes, I second it. <br /> <br />We would still be interested in your comments, though. <br /> <br />I think Larry wou~d rather have us wait until he gets <br /> <br />MR. SPARKS: Well, I don't have any problem with the research. It seems <br />to me that it is a necessity. But let me add that everything we have <br />done has had federal research. Every program we have conducted Or the <br />federal governmenthas--a large part of it has been research. I don't <br />have any problem with research. I'm just not going before that Legis- <br />lature and ask for money for another cloud seeding program when I <br />haven't given them a report ,yet on the last one. <br /> <br />MR. VANDEMOER: John, I have another program I would like.to mention. <br />FOr 25 years in Sterling we have had research programs on hail sup- <br />pression. We have spent, I don't know how many dollars, 'and Nebraska <br />has spent, I don't know how many. We have "hail alley" down there.' . <br />And we are no further ahead than we were 25 or 30 years ago. <br /> <br />NOW, maybe what you're talking about, getting snow in the mountains, <br />maybe everyone would agree on that. But in our area, a hail storm is <br />great for a man with grass and cattle, 'but it ruins the wheat crop. So <br />we end up with: "Who gets the money spent?" And half the people are <br />mad. Half the people are mad in every storm. It really bothers me on <br />that research--spending the money--because we have been spending it for <br />many years. <br /> <br />As I say, if it stays dry, the wheat man gets a crop without the rain, 1 <br />so then he is going to put in the next year. But then the other man is <br />mad. I think you have got something there that is pretty big. It <br />almost gets down to a regional thing. And I'm not sure the State ought <br />to take it on as a fimding measure. Well, let me put it this way: ,I ' <br />would rather see a plan or something put forth before the Board before <br />I say that we are in favor of research. That kind of resolution bothers <br />me. <br /> <br />MR. KROEGER: Are there any further comments? <br /> <br />-36- <br />
