if they get behind
will have to use a
for finding funds.
I am not acquainted

something like this that it could be done. Maybe we
little more ingenuity for approaching the Legislature
But I don't think it is an impossible task, although
with the Legislature like you gentlemen are.

1

But I also do think it is an absolute necessity. And at the present
time, in connection with the program that is going on right now, there
is practically no research associated with it. And that is why I said
previously that we are making really no progress in the area. We need
to be able to answer the questions like John raised, and there are many
others. People who know a lot more about it than I do will vouch for
that. And if the state of Colorado doesn't get behind it and see that
it goes on in a coordinated manner 'where there is research connected with
any cloud seeding going on, of the necessary type, 10 years or 20 years
from now we will know no more than we do today or be no better prepared
than we are today to instigate a program, when we have that drought or
previous to it.

MR. KROEGER:

Do you want to make a comment Mr. Phipps?

MR. PHIPPS:
District. I
question.

Earl Phipps, of the Northern Colorado Water conservancy
wanted to back up what Bob Fischer said and also to ask a

I understand that the '77-'78 effort that ,the State put out would have
an analysis made and a report of the results of that. I am wondering if
that is available?

MR. SPARKS: Well, that is just the problem. I am in no position to go
to the Legislature and ask for anything when I haven't complied with
their mandate. We were supposed to have a report in on September 1.
We spent a quarter of a million dollars analyzing what happened last
year, and we still don't have that report. It was contracted out to
C.S.U., but we haven't received any report yet.

MR. SHERMAN: I am advised that C.S.U. has completed a summary analysis
which I think is ,available to you, if you are interested. They are
supposed to complete their in-depth analysis, according to what Lou Grant
has told me, within the next month or so.

1

But I would support what L~rry Sparks has said. I think it is extremely
important that we first look at that and see what it shows before we go
to the Legislature and ask for additional funds.

I want to just pick up on BOb Fischer's comment. I agree completely
that, if we don't begin to analyze the results of the programs, we are
going to have an ongoing difficulty in convincing anyone of the value or
the worthiness of cloud seeding, and there may be several ways to do
this. One way is to have the State appropriate some money on an ongoing
basis to do that evaluation. Another way may be to require the operators
to conduct certain kinds of monitoring evaluation at their own expense
or at the expense of those who are contracting with them, or there may
be combinations of such programs.

-35-
