And that is why I said <br />previously that we are making really no progress in the area. We need <br />to be able to answer the questions like John raised, and there are many <br />others. People who know a lot more about it than I do will vouch for <br />that. And if the state of Colorado doesn't get behind it and see that <br />it goes on in a coordinated manner 'where there is research connected with <br />any cloud seeding going on, of the necessary type, 10 years or 20 years <br />from now we will know no more than we do today or be no better prepared <br />than we are today to instigate a program,when we have that drought or <br />previous to it. <br /> <br />MR. I <br />question. <br /> <br />Earl Phipps, of the Northern Colorado Water conservancy <br />wanted to back up what Bob Fischer said and also to ask a <br /> <br />I understand that the '77-'78 effort that ,the State put out would have <br />an analysis made and a report of the results of that. I am wondering if <br />that is available? <br /> <br />MR. SPARKS: Well, that is just the problem. I am in no position to go <br />to the Legislature and ask for anything when I haven't complied with <br />their mandate. We were supposed to have a report in on September 1. <br />We spent a quarter of a million dollars analyzing what happened last <br />year, and we still don't have that report. It was contracted out to <br />C.S.U., but we haven't received any report yet. <br /> <br />MR. SHERMAN: I am advised that C.S.U. has completed a summary analysis <br />which I think is ,available to you, if you are interested. They are <br />supposed to complete their in-depth analysis, according to what Lou Grant <br />has told me, within the next month or so. <br /> <br />1 <br /> <br />But I would support what L~rry Sparks has said. I think it is extremely <br />important that we first look at that and see what it shows before we go <br />to the Legislature and ask for additional funds. <br /> <br />I want to just pick up on BOb Fischer's comment. I agree completely <br />that, if we don't begin to analyze the results of the programs, we are <br />going to have an ongoing difficulty in convincing anyone of the value or <br />the worthiness of cloud seeding, and there may be several ways to do <br />this. One way is to have the State appropriate some money on an ongoing <br />basis to do that evaluation. Another way may be to require the operators <br />to conduct certain kinds of monitoring evaluation at their own expense <br />or at the expense of those who are contracting with them, or there may <br />be combinations of such programs. <br /> <br />-35- <br />
