ADVANCE PLANNING

CURECANTI UNIT (COLORADO): The supplemental report on the economic
justification of the Crystal damsite
and its effect on the justification of Blue Mesa and Morrow Point
dams is scheduled for completion the end of F.Y. 1961. Investiga-
tion studies are complete except for selection of the powerplant I
capacity and the designs and estimates for the project features.
The Denver office has been requested to initiate designs and esti-
mates for an access road to the selected site which is about 6,000
feet above the Gunnison Tunnel. We anticipate that feasibility
designs and estimates for the crystal Dam will be completed by
May 1961.

SILT PROJECT (COLORADO): Plan formulation studies are nowes-
sentially complete. Some material changes
in the plan presented in the feasibility report are now reflected
in the selected plan. Rifle Gap Dam axis has been relocated
approximately 1,000 feet upstream to obtain a better dam foundation,
and pumping from Colorado River to a strip of land above the Cactus
ditch has been added to compensate for the reduction in project
water supply that developed from the longer streamflow and diver-
sion records now available. Designs and estimates of project feat-
ures and the final economic studies are needed to complete the
project analysis. Completion of the definite plan report is
scheduled early in F.Y. 1962.

FEASIBILITY INVESTIGATIONS

The proposed feasibility reports for the Bostwick Park
and Fruitland Mesa projects have been completed and circulated
for review. Revisions to the reports based on the review comments
are now being undertaken, and it is expected that the final re-
ports will be forwarded to the Commissioner within 30 to 60 days
for Subsequent circulation under the Flood Control Act of 1944.
Now that the conservancy district boundaries and ad valorem tax
problems have been resolved, we anticipate no delays in Bostwick
Park report submission. We are waiting for the Bureau of Sport
Fisheries and wildlife report, however, on Fruitland Mesa Project.

I

with respect to the Animas-La Plata Project, the Acting
Secretary has made a finding that there is a water supply, with
only occasional tolerable shortages for the San Juan-Chama (in-
tial stage), Navajo Indian, and Animas-La Plata Projects throughout
any reasonable payout period and at least for 100 years. Feasi-
bility investigations on the accelerated Animas-La Plata project
program are on schedule. Designs and estimates have been initiated
