before we come back, I would like to make this
observation. Since I've been on the Board,
this Board has made many, many, I think, con-
structive moves in behalf of other areas of
this state, but this is the only really signi-
ficant appropriation we have asked for for
northeastern Colorado. I am sure, in connec-
tion with the orderly development of our whole
state, the Legislature will keep this in mind
when they consider our amended budget that may
include this item.

MR. BARNARD, JR.: "Before the recess, I'd like to make this
suggestion. I intended to' make my remarks
after the vote on this matter of the appropria-
tion. I think there should be some considera-
tion, and I will have some comments, on the
question of the steering committee and how
these people of the South Platte Valley are to
be represented in connection with this planning.
1 discussed this a year or so ago with Dave
Miller and I'd like to talk about it further.

As I understand it, the only proposal be-
fore the Board at this time is specifically to
the appropriation."

MR. STAPLETON:

"It is my feeling that the steering commi t-
tee ought to be carefully considered and not be
formally formalized until the next meeting of
the Board which will give all interested
parties an opportunity to be heard.

MR. BARNARD, SR.: "1 simply want to say, Mr. Chairman, that
on the reconvening of the Board, after the re-
cess, I shall have some comments to make which
1 would like the Legislators to hear."
